“大封关项目”将有效提高海口航空特货通关服务能力，扩大临空高端制造产值规模。启动区将落地航空特货“超级运营人”、航空OEM高端制造、航空科技研发基地、航空物流公共服务中心等子项目。目前，“超级运营人”、航空科技研发基地项目已启动建设。
航空特货“超级运营人”
项目将重点聚焦打造大规格大尺寸货物、超重货物、航空特运品货物、冷链货物等“大、重、危、冷”四大类航空特货分拨中心及配套仓储设施，将构建对标国际一流水准的航空特货分拨及仓储体系，并提供涵盖航空物流一二级分拨仓储、海关查验、加工制造等服务。
航空科技研发基地项目
航空科技研发基地以“航空+科研”为核心，构建生态体系和服务体系。项目提供2000至15000平米的灵活空间，满足各类企业需求，包括办公、研发、孵化、实验、培训等多功能，旨在打造创新、活力、绿色的科技研发环境。
